Israel needs a proper constitution. The current situation is chaotic. One change that could be incorporated before the next election, would be to elect half the MKs from a constituency as MPs are elected in the UK or Representatives are elected in the US. People would know who their MK was regardless of party. It would help to reduce the number of parties in the Knesset. The ‘first past the post’ system makes it very difficult for fringe parties to get elected. We might then reduce the number of parties in the Knesset and might eventually dispense with the haggling over the formation of coalitions, and the blackmail by which the Haredi parties get unfair benefits for their factions.
This could be combined with another change; the direct election of the Prime Minister by the popular vote of the entire country. These two changes would be giant steps towards a functioning democracy for Israel.
