Guterres apparently is worried about the alleged abuse of prisoners held in Israeli jails in spite of the fact that the allegations have already been independently investigated and proven false. However it will cost little to let the UN interview those prisoners and carry out its own investigation. In return the UN must arrange for the hostages held by Hamas to be examined by an independent doctor, accompanied by a journalist, and be given adequate food and medication. The doctor and journalist must be approved by Israel.
The chance of Hamas agreeing to these conditions is virtually zero, but the effort is worthwhile if only for the favorable publicity that would be generated and keeping the UN off our backs.
